How do I get them into GoodNotes?
Unzip the download, then in GoodNotes use the Elements tool to import the PNGs. The included PDF walks through GoodNotes 6, GoodNotes 5 and Notability.

Yes. Every sticker is a transparent PNG with a white die-cut edge, so it sits nicely on any page color.
Can I print them?
